A Terra é invadida pela organização criminosa conhecida como Makuu, liderada por Don Horror, que primeiro destruiu uma colônia espacial perto da Terra. Don Horror quer dominar todo o universo, e a Terra representa um obstáculo que ele deve superar transformando-a no céu para todos os males. Em resposta ao ataque de Makuu, o Xerife do Espaço Gavan da Polícia da União Galáctica é enviado à Terra para defender o planeta natal de sua mãe. Gavan é ajudado por Mimi, a filha do Comandante Qom, e recebe informações de Qom, auxiliado por Marin em seu planeta natal. Gavan vai para a Terra para defendê-la contra Don Horror e seus planos diabólicos. Ele se estabelece na Terra incógnito como Retsu Ichijouji, assumindo um emprego no Clube da Juventude Avalon no Japão para rastrear as forças de Makuu.
